The Government of India is committed towards skilling the unemployed youth of India. As a step towards increasing employment in the country, government has launched various projects and schemes. One such scheme that saw phenomenal success in the previous year was the SKILL TRAINING ASSESSMENTS AND REWARDS (STAR) Scheme. This scheme helped in training and assessing many unemployed youths and many of them obtained jobs.
This year the STAR SCHEME has been revamped as Pradhan Mantri Kaushal Vikas Yojna (PMKVY). PMKVY is the flagship scheme for skill training of youth to be implemented by the new Ministry of Skill Development and Entrepreneurship through National Skill Development Corporation (NSDC). PMKVY scheme would cover around 24 lakh persons. Skill training would be done based on National Skill Qualification Framework (NSQF), and industry-led standards. Under PMKVY scheme, third-party assessment bodies give a monetary reward and certification to the trainees on assessment.
Salient features of the PMKVY scheme are:
The average monetary reward for PMKVY would be around Rs.8,000 per trainee for new trainings. An outlay of Rs.1, 120 crores will be spent on skill training of 14 lakh youth.
The average monetary reward for PMKVY would be around Rs.2,200 per candidate under-recognition of prior learning. An amount of Rs.220 crore has been provided for the same.
Special focus would be on youth from the North-East region, for which an allocation of Rs.150 crores has been made. Skill training will be primarily focused on the first time entrants to the country’s labour market and will mainly target Class 10 and Class 12 dropouts.
The focus is also on mentorship support and placement facilitation.
Mobilization will be done through skill melas organized at the local level with the participation of the State Governments, local bodies, and community-based organizations.
All training providers under this scheme will have to undergo due diligence before being eligible for participating under this scheme.
Focus will be on improved curriculum, better pedagogy and better-trained instructors. All trainings will include soft skills, personal grooming, behavioural change for cleanliness, and good work ethics.
A robust grievance redressal system will be setup to address grievances related to the implementation of PMKVY. An online citizen portal will be setup to disseminate information about the scheme.
Currently, NSDC is working on the contours of the envisaged scheme. Relevant documents on PMKVY would soon be published.
